Administrator (Marine)

Marine Technical Authority
Graeme brings more than 35 years of seagoing and shore experience to the new post having previously worked in the U.S., Oman, India and Europe as well as the U.K. Most recently he was General Manager Marine Operations for the Isles of Scilly Steamship Company, responsible for passenger and cargo ferries and for the Penzance Dry Dock Company. Prior to that, roles ranged from engineer on specialized Dynamic Positioning (DP) vessels to Technical Superintendent and Project Manager of vessel conversions and new builds. Shoreside experience included managing marine assets for a range of diving, geotechnical drilling and well operations projects.

DP technical Authority
Russell began his career as a shipboard Electrical Technical Officer working on first generation DP drillships, construction and diving vessels. This was followed by 20 years’ onshore experience in the USA, Far East, Europe and South America providing DP services to O&G clients, rig and ship owners, underwriters and original marine equipment manufacturers. He has also written the syllabus and delivered DP maintenance courses and regularly presents papers on DP at industry conferences.

DP Technical Authority
With over 41 years of hands-on experience at sea, Mark is a seasoned Chief Engineer and ETO specialising in DP3 and DP2 vessels. His background includes service on: MODUs, ultra deep water drill ships, subsea construction, well intervention, saturation and air dive support, AHTS (including ultra deep water) and PSV vessels, as well as experience as a Technical Superintendent with Maersk Supply Service. Mark has led DP system upgrades, vessel reclassifications from DP1 to DP2, and FMEA and class acceptance trials, alongside supporting new build DP vessel projects. Combining deep marine and electrical engineering expertise, he is known for his practical problem-solving approach, ensuring optimal vessel performance and uptime.

Marine Technical Authority
With over three decades of leadership in the marine and offshore energy sectors, Vinnie brings a proven record of driving operational excellence, market growth, and shareholder value. Having commanded offshore operations for 24 years and deep-sea operations for seven, he combines technical mastery with commercial acumen to deliver high-performance results in complex, high-barrier environments.
As a seasoned Marine Operations Manager, Technical Authority, Principal Surveyor, and Certified Lead Auditor, Vinnie excels at simplifying operational complexity, optimising efficiency, and embedding world-class HSSEQ standards. His expertise spans offshore construction, vessel assurance, risk management, and renewable projects, with experience across FPSOs, jack-ups, survey and construction vessels, and the full spectrum of windfarm fleets.

At The Helm
Born and raised in Yorkshire but long settled in Scotland, Jeff discovered early on that a life at sea wasn’t to be – thanks to colour blindness and a self-confessed lack of engineering prowess. Instead, he channelled his curiosity and entrepreneurial spirit into the emerging offshore oil and gas industry in Aberdeen during the 1980s. A proud family man and mentor, Jeff now enjoys supporting the next generation of innovators while still finding time to travel – with hopes of one day watching the All Blacks at Eden Park and sailing in Auckland Bay. Founded ETPM in 2007 which in turn bought P&S in 2012. Co founded Underwater Contracting in 2017. All three companies form Ocean Marine Group.
